Pegasus Group secures permission for city centre flats

Permission to build two striking new flats in Bristol city centre has been granted against the recommendation of planning officers.

Councillors were supportive of the application from Caci Property Lettings & Management to build the properties on land to the rear of Tec House, Marsh Street, and approved the application by majority vote at a planning meeting on Wednesday.

Planning consultants Pegasus Group submitted the application in January, and Katie Priest from the Group’s Bristol office, said: “The site is a constrained backland site, adjacent to residential flats on two sides, with offices on the other two.

“The design was complex, as it needed to mitigate overlooking, as well as ensuring sufficient light to the existing flats and future occupiers of the site. This resulted in a modern, cantilevered, three storey building, which steps back from the surrounding residential flats, as the height increases.

“In order to ensure a good outlook and standard of amenity, a high-quality landscaping scheme was incorporated, including green roofs, green walls, new planting, and new hard landscaping to delineate public and private spaces. The building also incorporates sustainability measures such as solar panels.

“The result is a great use of an otherwise redundant space and demonstrates that high quality urban living can be achieved using innovative design.”

Katie added that the application had come along at just the right time.

“Bristol has a big focus on delivering houses at the moment, with the elected Mayor pledging to deliver 2,000 per year.

“We submitted this application in January and following a lengthy consultation process with the officer, the design evolved to incorporate lots of changes, including the green walls and roof and step back from the surrounding buildings. Most people who’ve seen the CGIs have said it’s a ‘Grand Design’!

“We are delighted that the application was supported - despite officers recommending refusal – and in so doing acknowledged that the design and city centre location was appropriate for high density development.”
