Team appointed to deliver Eastgate Quarter

A landmark mixed-use regeneration project in Leeds city centre has moved forward with the appointment of a consultant team to deliver the £1 billion scheme.

Khalbros and Torsion Group JV has assembled a line-up of international architects, urban designers and Leeds-based specialists to bring forward plans for the Eastgate Quarter. 

The four-hectare site, stretching from Vicar Lane to Bridge Street and from Lady Lane to the A64(M), represents the final major regeneration opportunity within the city’s inner core.

The development will extend the city centre footprint and create a new neighbourhood featuring homes, workspaces, leisure and hospitality venues, alongside new public realm and green spaces.

RIBA Stirling Prize-winning FeildenCleggBradley Studios has been appointed as lead architect and masterplanner, with Danish urban design practice SLA shaping the public realm strategy. 

Leeds-based firms including ID Planning, Roscoe and AMA will provide planning, engineering and transport expertise, supported by a wider team of specialist consultants.

Khalbros and Torsion Group JV acquired the site in April 2025 and is currently progressing proposals through pre-application discussions with Leeds City Council. 

A public consultation is expected in the first half of 2026, giving residents and businesses the opportunity to help shape the scheme.
