Victoria Maw, NEPO

Award-winning, North East procurement specialist, NEPO, has announced the appointment of its first in-house legal counsel, as the organisation continues to expand. Victoria Maw brings 17 years of experience and expert knowledge to NEPO, having previously worked in local government providing legal advice on contracts and procurement matters.

Victoria will provide NEPO with legal advice to support the strategic development and delivery of procurement for local government in the North East. The recruitment of this role is timely, with an important shake up in procurement law set to come into place late next year.

The Government’s Procurement Bill, which is anticipated to be the most significant change to procurement law and practise for a generation, aims to ensure every pound spent within public procurement goes further for communities and public services.

Victoria commented: “I’m delighted to have been appointed as NEPO’s first in-house legal counsel. This is an exciting time for NEPO as we deliver our ambitious three-year strategy to help achieve the North East’s economic, environmental and social ambitions. I’m looking forward to working with regional colleagues to ensure we do this.

“The forthcoming Procurement Act will allow us to use more flexible approaches to open up more opportunities to local and regional suppliers, whilst continuing to deliver value for money.”

Nicola Shelley, managing director at NEPO, added: “Victoria will play an integral role in ensuring we are well prepared for the changes the forthcoming Procurement Act will bring, as well as supporting us in the delivery of the NEPO 2025 strategy.”

Graeme Binning, Northumberland Fire and Rescue Service

The new chief fire officer of Northumberland Fire and Rescue Service, Graeme Binning, has officially taken up his new role. He’s taken over the reins from outgoing Chief Paul Hedley who has retired after 36 years in the Service.

Graeme, 50, joined NFRS in 2020 as deputy chief fire officer and has developed and improved the service over that time. During his time with NFRS he has lead on some hugely significant service improvements and strengthening NFRS’s position as an integral and valued part of the County Council.

Prior to joining NFRS Graeme gained a wealth of experience in a range of fire and rescue services in England and Scotland spanning two decades.

He started his career in the fire service back in 2001 as a firefighter in Hampshire Fire and Rescue Service. Later he found himself back across the border working in several areas of the former Strathclyde Fire and Rescue Service before the creation of a single Scottish Fire and Rescue Service in 2013.

He commented: “It is a real honour to be the new Chief Fire Officer and to serve our beautiful county and the people of Northumberland. I joined the fire service when I was 28 and have been fortunate to work with and learn from some brilliant people.

“It is an incredibly rewarding career which has presented so many varied experiences and opportunities over the last 22 years. To lead a County Council Fire and Rescue Service presents so many opportunities to demonstrate the value of the Fire and Rescue Service beyond fires and emergencies.”

Councillor Glen Sanderson, leader of Northumberland County Council, added: “I am delighted that Graeme has been appointed to lead the service and I wish to thank Paul for his long and distinguished service to our county, and wish him well for his retirement.”
