Greyfriars revamp moves forward with partnership

A “significant step” has been taken towards the regeneration of an East Midlands town.

West Northamptonshire Council has signed a development management services agreement with ECF - a joint venture between Homes England, Legal & General and Muse - to transform Northampton’s Greyfriars area.

Officials say the agreement paves the way for more detailed planning, delivery and funding strategies ahead of a formal development agreement, which is expected by summer 2025.

The 25-acre regeneration site encompasses the former Greyfriars bus station, demolished in 2015, alongside nearby car parks and derelict buildings. 

The “ambitious and transformative” vision includes a reimagined Corn Exchange as an arts and culture hub, new homes, public spaces and an outdoor amphitheatre, while Belgrave House is set to become a workplace and business incubator.

Once complete, bosses say the project is expected to inject £21 million in additional annual spending into Northampton’s economy and create up to 7000 jobs during construction, adding £1 billion in economic value. 

Maggie Grogan, managing director – Midlands at ECF, said: “Since announcing our partnership with West Northamptonshire Council, we’ve been working closely and collaboratively to explore potential delivery solutions for Greyfriars.

“We see clearly the opportunity Greyfriars presents and have made real progress. 

“Entering a development management services agreement will accelerate our work and further strengthens our approach.

“We expect 2025 to be an exciting year, and look forward to sharing more with the community in due course.”

Councillor Dan Lister, cabinet member for local economy, culture and leisure at West Northamptonshire Council, added: “It is great news we’re able to enter this agreement with ECF, marking a significant step forward in the regeneration of Greyfriars. 

“This partnership underscores our commitment to transforming Northampton town centre into a vibrant, dynamic space that will benefit residents, businesses and visitors.
