New framework helps firms tackle harassment

A Yorkshire-based HR specialist is rolling out a new framework designed to help organisations prevent workplace harassment through structured, measurable action.

OneSource HR, founded by Rotherham consultant Chloe Wallace, has launched the CEASE Framework®, a five-step model that embeds prevention strategies into everyday business operations rather than relying on traditional reactive policies.

Drawing on Chloe’s 15 years in manufacturing, engineering and professional services, the framework guides organisations through creating a culture of calling out behaviour, educating staff, assessing risks, strengthening systems and continually evaluating progress. 

The cycle aligns with recognised international standards such as ISO 30415 and ISO 45001, making it particularly relevant for regulated industries and SMEs.

Unlike approaches that focus primarily on deterrence, CEASE is built around proactive culture change and measurable improvement. 

It includes tools such as pre and post-training assessments to help employers monitor impact and identify gaps. 

Early users have highlighted its clarity, structure and practical application.

Chloe said: “This is about creating workplaces where people feel safe, respected, and able to thrive. 

“It’s also about making equality and inclusion feel tangible, not fluffy or passive.

“In compliance-driven sectors, continuous improvement is second nature. 

“I wanted to bring that same rigour to harassment prevention, something that’s often treated as an afterthought.”

Chloe’s method also incorporates trauma-informed practice informed by victim support professionals, offering businesses a more sensitive and realistic framework for change. 

While applicable across sectors, she says the model is especially valuable in male-dominated and high-pressure environments, where formal policies alone often fail to create meaningful cultural shifts.

Chloe added: “Organisations often act only after an incident. 

“CEASE gives them a clear, proactive roadmap to create safer, more respectful workplaces and prevent misconduct before it happens.

“This isn’t a short-term campaign; it is a methodology that other HR professionals can adopt and deliver.”
